About the session

Situational Awareness of Critical Infrastructures at the Local Level – Fostering Resilience Through Accessible Method-based Analysis – Sandrine Neugart, Ostbayerische Technische Hochschule (OTH) Regensburg.

Session 5: Critical Infrastructure Interdependencies – from Risk to Resilience
It is the interoperability between independent critical national infrastructures that is the catalyst for multiple failures in the so called cascade effect. As more infrastructure becomes increasingly interdependent, how do we identify the weaknesses to enhance resilience across industries to prevent and/or mitigate the effects of a natural disaster or man-made attack?

    Sandrine Neugart

Miss Sandrine Neugart studies International Relations and Management at the University of Applied Sciences Regensburg. Drawing connections between political, economic, and legal dimensions, Prof. Bresinsky’s research team collaborated with cyber security experts and local stakeholders to analyse and tackle the commune’s limited capacity to comply with legal policies to eventually develop a facilitating framework. Whilst Miss Neugart’s interdisciplinary study program provided her with the theoretical foundations and methodological approaches to counter the complex interconnections of the 21st century, her employment at the consulting company KPMG equipped her with practical experiences in the field: Engaging in three projects for a large German operator of critical infrastructure she gained broad insights that ranged from implementing of a cooperate-wide implementation of IT emergency management to conducting a cyber programm assessment to setting up an Audit-Management system. Aside from insights from the private sector, Prof. Bresinsky's network also enabled her to comprehend the management of cyber in the context of the national security.
