About the session

Ofgem wants companies to put stakeholder needs at the heart of their business, so that companies’ plans align with consumer needs in a rapidly changing world. RIIO-2 will be underpinned by stakeholder engagement, but what does this mean in practice, and what will engagement models look like?

    Ofgem, Senior Partner for Smarter Grids & Governance

    Maxine is Senior Partner for Smarter Grids & Governance. Maxine was previously Partner for Retail Markets including smart metering and smarter markets. Maxine joined Ofgem in 2001 and during her time here has led teams on better regulation, enforcement, legal and governance and consumer affairs. She also had a 2 year secondment to DECC as Deputy Programme Director for the smart metering programme. Prior to joining Ofgem, Maxine worked at BT in a range of strategic, pricing and regulatory roles and at London Regional Transport.

    Charlie Edwards works within the innovation team at Scottish and Southern Electricity Networks, managing our largest project, SAVE. At £10 million in value and with a project team of over 20 people, including internal engineers and analysts as well as external consultants, academics and other field experts; SAVE requires meticulous stakeholder engagement, budget and project management skills, alongside an ability to understand, digest and translate complex technical information.

    Rupika Madhura

    RIIO-2 Enhanced Engagement Programme, Ofgem, Policy Head

    Rupika has worked in regulation for more than 13 years in four sectors in the UK (rail, water, electricity and gas). She currently heads up the policy on RIIO-2 Enhanced Engagement programme at Ofgem. Her work experience includes setting price controls, designing and implementing regulatory policies, enforcement, monitoring company performances and large- scale infrastructure framework. Rupika also sits on the Customer Challenge Board of South East Water as an Independent regulatory policy expert. Rupika is an Economist by training and started her career as a Trainee Economist at the Mayor of London’s office. She holds MSc in Regulation from London School of Economics, MSc in Business Economics from City University and BA(Hons) in Economics from Delhi University.

    Citizens Advice, Head of Energy Networks and Systems

    Stew leads the Energy Networks and Systems team at Citizens Advice, representing consumers in a wide area from network price controls, to electricity charging reform and half-hourly settlement. He is a member of Ofgem’s RIIO-2 Challenge Group, represents consumers on the Balancing and Settlement Code panel, and represents BEUC (the European Consumers’ organisation) on Entso-E’s advisory council.

    Cadent - Customer Panel, Associate, Sustainability First and Chair

    Zoe McLeod is a consumer policy and regulatory expert with a particular focus on energy, water, innovation and consumer vulnerability issues. She is the independent Chair of both South East Water's Customer Challenge Group and Cadent Gas' Customer Engagement Group, and a member of National Grid's User Group. She is also an Associate with the think tank and charity Sustainability First, and a Director of the consultancies Vulnerability Solutions and the Consumer Watchdog, and a lay member on the Bar Standards Board.Zoe has more than 15 years’ experience as a consumer and community champion, including with Citizens Advice, Ofgem, National Energy Action and Friends of the Earth. Her experience includes as a member of Ofwat’s Expert Advisory Panel; a?Director representing consumer interests for Smart Energy GB and a representative on the Fuel Poverty Advisory Group for England among other roles. She was also Assistant Cabinet Member for Young People and Youth Services and an elected Councillor for Richmond upon Thames Council.
