New science is the basis of innovation and innovation is the basis of wealth creation. It is surprising, then, that innovation has so frequently been discouraged by authorities. Even in the modern era, policy instruments to connect science to wealth creation have often proved ineffective or even counter-productive. This lecture explores the relation between innovation and authorities.
