About the session

Rising customer expectations are forcing water companies to raise their game on customer service, even as the political landscape brings customer legitimacy to the fore. C-MeX,  the successor to SIM proposed as part of the PR19 methodology, seeks to facilitate this, pushing companies to explore new methods and solutions for communication and engagement, and linking this more strongly to financial incentives and penalties. This session will explore the challenges and opportunities presented by these new approaches.

    Alun Shurmer

    Welsh Water, Director of commutations and customer strategy

    Alun joined Dwr Cymru Welsh Water as Director of Communications at the start of 2012 before also taking on Customer strategy in October 2015. Since joining the company Alun has appointed and developed a new and experienced communications team with extensive experience in marketing, media relations, public affairs and community engagement.Having studied International Politics and Strategic Studies followed by a masters in International History – both at Aberystwyth University – Alun worked as a researcher and press officer in the House of Commons before being appointed Communications Manager for the London Congestion Charge at Transport for London. During his time at Transport for London, Alun was also a member of the team looking after media relations in the aftermath of the 7/7 bombings.In 2006 Alun returned to Cardiff as Head of Communications for Plaid Cymru where he led communications for the 2007 Assembly Election Campaign which resulted in Plaid forming a coalition government. From 2007 until 2012 Alun was Head of Communications at BBC Cymru Wales.Alun is married and has two daughters, sings in a choir and enjoys watching rugby.

    Jasminder Oberoi is the Principal leading the policy development of the customer and developer service incentives, C-MeX and D-MeX, for Ofwat’s next price review, PR19. Before joining Ofwat, Jasminder worked for several years leading consumer policy and enforcement programmes at the UK communications regulator, Ofcom.

    Consumer Council for Water, Chief Executive

    Tony joined the Consumer Council for Water in December 2005 as Chief Executive.Under Tony’s leadership, CCWater has successfully prompted a transformation in regulation and price setting in the water sector, getting companies and regulators focused firmly on customers and value for money. It has also encouraged water companies to produce a 60% reduction in complaints. His early career was in strategy and marketing, implementing business turnarounds in oil, aerospace, automotive and fast moving consumer goods businesses.Later Tony joined the utility sector where he has worked at senior level in electricity and as a director in the water industry and the rail sector. During his career in the utilities, he has led strategy, customer service and communication, delivery of investment programmes and gearing up for new competitive markets.His last job was with the water regulator Ofwat, as Director of Competition and Consumer Affairs, where he was responsible for consumer issues in the lead up to and through the 2004 price review.
