About the session

Ofwat’s recent report (‘Towards Resilience – how we will embed resilience in our work’) put a renewed focus on the importance of resilience.  Customers, society and the environment rely on the services provided by water and wastewater companies, therefore the resilience of these services is critical.  But what does resilience really mean, and as risks to supply and pressures to the wastewater system change how can industry best prepare and adapt to provide a truly ‘resilient’ water system?

    Ofwat, Director

    Nicci has been a Director at Ofwat since January 2013.Nicci leads Ofwat’s work on resilience and independent regulation and its relationship with the UK and Welsh Governments and with environmental groups. She leads Ofwat’s work in Wales and in the UK Regulators Network. Nicci sat on the independent Task and Finish Group on Resilience.Nicci was Policy Director and co-founder of Waterwise from 2005. She now sits on the Waterwise Board.Nicci’s background is in government and policy. She worked for 11 years for Rt Hon Margaret Beckett MP – former Secretary of State for Environment, Food and Rural Affairs – including as her Special Adviser at Defra.Nicci is a school governor. She lives in London with her husband and three children.

    Water Resources at the Environment Agency, Deputy Director

    As Deputy Director at the Environment Agency, Trevor’s responsibilities include Regulatory oversight for the management, operation and delivery of water resources across England. Specific responsibilities include Access and Allocation of water across sectors, Strategic Water Resource Planning, Securing Environmental Outcomes, Climate Change Adaptation/Mitigation, Water Competition/Upstream Markets, Water Demand Management and Monitoring. Trevor’s work also involves providing advice to government on water management issue.Prior to his current role Trevor worked for over 10 years in the Water Industry with a wide range of both strategic and operational roles in a number of water companies. Trevor’s final role before joining the Environment Agency was Head of Regulation and Asset Performance at Mid Kent Water with other areas of responsibility having included customer services, incident management, networks and leakage. Trevor is also on secondment to Ofwat, the economic regulator, as a Director.

    Exeter University, Professor of Water Engineering

    David Butler is professor of water engineering, a chartered civil engineer and a fellow of the Royal Academy of Engineering, the Institution of Civil Engineers and the Chartered Institution of Water & Environmental Management. Following positions at Arups, London South Bank University and Imperial College London, he is now a Director of the Centre for Water Systems at the University of Exeter. He is an internationally-recognised expert in urban water management, has led or participated in many research projects and is currently an EPSRC established career research fellow. He is widely published including 150+ journal publications, key texts and several CIRIA reports.

    Water Policy International, Managing Director

    Ian Barker is Managing Director of Water Policy International Ltd, an independent consultancy and commentator on water management, regulation, policy and governance. Ian has over 35 years’ experience in the water sector, including having had overall responsibility at the Environment Agency for water resource and quality planning, regulation and management across England and Wales. At the EA he also specified the water companies’ programmes of environmental investment, and was responsible for the scrutiny of their Water Resource Management Plans for water supply security. He is an expert advisor to the OECD; Vice-President Environment, Fellow and Director at the Institute of Water; Council member at the Society for the Environment; Director of the Water Industry Forum and an Honorary Professor at the University of Exeter.
