This lecture sets out the policy options for delivering the new environmental targets whilst maintaining security of supply. It is argued that current delivery mechanisms are weak, are likely to fail to achieve the targets, and may unintentionally create conditions for a further energy crises later in the decade. The energy policy Britain needs is one which includes credible instruments, allows prices to reflect environmental costs and is driven by an appropriate institutional structure.
