The United Nations Agenda for Sustainable Development
recognises that access to knowledge and to modern ICTs
is not a development outcome but rather a catalyst for
development. If the world is to achieve such an ambitious
programme, it needs to base interventions on evidence
and bridge the gap between research and practice with
effective knowledge transfer. Publishers can play a major
