About the session

When planning a new airport, power station or stadium it is essential that security is designed in at concept stage to ensure maximum operational effectiveness. When you add to this the adoption of BIM as a requirement on all UK publicly funded construction projects by 2016, then it is clear that there are challenges ahead for planning consultants, engineers, designers and architects that need to influence and specify security from the outset.

Leading speakers including Professor Jon Coaffee, University of Warwick, Dr William Pilkington, Cabarrus Health Alliance and Hugh Boyes, Institution of Engineering and Technology head up a dynamic programme. Key topics include:

    Professor Jon Coaffee

    University of Warwick, Resilient Cities Laboratory, Politics and International Studies (PaIS)

    Jon Coaffee is Professor in Urban Geography based in the Centre for Interdisciplinary Methodologies (CIM) with associate status in PAIS. His research focuses upon the interplay of physical and socio-political aspects of urban resilience and he has also published widely, especially on the impact of terrorism and other security concerns on the functioning of urban areas. During this research he has worked closely with a range of private and governmental stakeholders to ensure his research has real world impact. This work has been published in multiple disciplinary areas such as political science, geography, town planning, sociology and civil engineering. Most notably he published Terrorism Risk and the City (2003), The Everyday Resilience of the City (2008), Terrorism Risk and the Global City: Towards Urban Resilience (2009) and Sustaining and Securing the Olympic City (2011). His work has been supported by a significant number of EU and UK Research Council grants. Jon is director of the Resilient Cities Laboratory (ResCity Lab), a lead partner in the Warwick Institute for the Science of Cities (WISC) and an Exchange Professor at New York University’s Center for Urban Science and Progress (CUSP).

    Dr William Pilkington became Chief Executive Officer and Public Health Director of the Cabarrus Health Alliance in July of 1997. He previously served as Health Director of the Cabarrus County Health Department from 1981 until 1997. Education: William received his B.A. in 1973, from the University of North Carolina at Charlotte. He received his Master of Public Affairs degree in 1974, from North Carolina State University, his Master of Public Administration and his Doctor of Public Administration in 1988, from the University of Southern California, and his M.A. in Security Studies (Homeland Security and Defense) in 2014 from the Naval Postgraduate School. Professional, Business, and Civic Activities: Dr. Pilkington serves as Chair of NACCHO’s PPOM Workgroup and as a member of NACCHO’s Preparedness Committee. He also serves on the Health Care Advisory Board for the Kate B. Reynolds Charitable Trust. Dr. Pilkington has served as a fellow in the Center for Excellence in Municipal Management at the George Washington University, as a Professional Affiliate Member of the graduate faculty of the School of Public Health at the University of North Carolina at Charlotte, and as an adjunct faculty member of the School of Public Health at the University of North Carolina at Chapel Hill.

    Gary Heward is a director of MFD and Chartered Structural Engineer with 32 years’ experience in the design and construction of a wide range of building and infrastructure projects, Gary has specialised in the field of Security and Blast Engineering, with a focus in the design of counter-terrorist measures, including the design of Hostile Vehicle Mitigation (HVM) systems. His expertise is utilised as technical advisor to the PAS 68 & 69, IWA14:1 & 2 standards committee. He has augmented MFD’s expertise in physical and electronic security by undertaking the counter terrorist mitigation measures to infrastructure, iconic /commercial buildings and the public realm.

    Hugh Boyes is a Chartered Engineer, a Fellow of the IET and holds the CISSP credential issued by (ISC)2. His career as a project and programme manager encompassed a number of public and private sector roles, including complex building, enterprise architecture, deployment of ERP systems. During the first half of his career he was responsible for managing the design, procurement and delivery of complex technical systems, buildings and infrastructure in support of the security and intelligence operations of a UK government department. Following his move into consultancy roles in the private sector, he has managed the IT elements of a bid to relocate a government department, managed the business process and back office systems design for a major utility company, worked as an expert witness on two significant IT disputes.Hugh is the Cyber Security Lead at the Institution of Engineering and Technology (IET), where he focuses on develop cyber security skills initiatives for engineering and technology communities. This work is particularly focused on the design and operation of cyber-physical systems, e.g. industrial control systems, building automation systems, etc. As part of this work he works with the Trustworthy Software Initiative, particularly on aspects relating to knowledge dissemination and the education and awareness aspects.Hugh has written a technical briefing document for the IET and CPNI on resilience and cyber security of technology in the built environment. He is currently writing a follow on document which will provide a code of practice for cyber security in the built environment. At WMG his research focuses on cyber resilience and the cyber security of control systems.
