About the session

The Mayor of London, Sadiq Khan, set out his plan for a major expansion of London’s electric vehicle-charging network to ensure the capital continues to be one of the world’s leading zero-emission cities, at a packed launch event at IET London: Savoy Place on Monday 17 June 2019.

Attended by over 200 guests, the Mayor brought together the public and private sector to provide “the electric vehicle infrastructure Londoners need.” This includes commitment by businesses and retailers to transform EV charging provision in London over the coming years.

The plan follows on from the Mayor’s gathering of the world’s first Electric Vehicle Infrastructure Taskforce, which comprises experts from business, energy, infrastructure, government and the London boroughs, including several IET members and volunteers. The past year has seen more than 140 organisations contribute to the work of the Taskforce.

It estimates the number of charge points required in the next five years, based on different scenarios for the growth of EVs, and looks at how this can be delivered with less public subsidy and without installing points which are underused or outdated.

The plan outlines how London is on track to deliver the necessary infrastructure for a radical growth in electric vehicles, which estimates show could increase from around 20,000 today to over 330,000 by 2025. This will be driven by a combination of new low-emission regulations, a supportive policy at all levels of government and a decrease in the cost of electric vehicles.     Mike is the former Chief Science Officer for BT and responsible for the company’s world-leading research and commercial exploitation unit, including patent licensing and corporate venturing activitiesMike joined BT as a Technician Apprentice in 1972. He studied Communication Engineering at Plymouth and joined the Visual Communication Research Division at BT Labs in 1980.During his first 15 years with BT’s Labs his career has focused on the research, development and practical design of real-time audio/visual and multimedia communications systems.He has several patents to his name in the field of video compression and is the holder of two prestigious BT awards; the Martlesham Medal for R&D (1992) and the BT Gold medal (1994) for leading multimedia product developments.In 1998 he was elected President of the Digital Audio-Visual Council (DAVIC) a non-profit association based in Switzerland and representing 160 companies in more than 25 countries, focused on developing specifications for audio-visual systems. From 1999 Mike was based in Silicon Valley, California, USA where he established BT’s US Technology office and Corporate Venturing activity.Mike returned to the UK in 2001 to lead BT’s Research & Venturing division. He was awarded an Honorary Doctor of Technology from the University of Plymouth in September 2009. More recently he has been a Council Member of the EPSRC and a Board Member of Innovate UK.Mike is a Fellow of the Royal Academy of Engineering and serves on the Board of their Enterprise Hub. He is also Non-Executive Director for both Ordnance Survey Ltd and Ploughshare Innovations Ltd and is Chairman of Astigan Ltd, a start-up based in Somerset. He received an OBE for “services to innovation” in 2017.Mike is married with 2 daughters and lives in Bury St Edmunds. He and his wife Caroline have spent the past 3 years building their own “eco” house and now look forward to having the time to create a garden as well as following their passion to travel.

    Shirley Rodrigues was appointed as Deputy Mayor for Environment and Energy in October 2016. She is using her environmental expertise to work with Transport for London (TfL) to deliver the Mayor’s plans for tackling air pollution across London. This includes: expanding the Ultra-Low Emission Zone (ULEZ), new charges for the oldest and most polluting vehicles, and creating Low Emission Bus Zones.She is also overseeing delivery of the Energy for Londoners programme (helping Londoners generate more low-carbon electricity), helping to boost London’s recycling rates and cutting landfill. She's working to deliver the ambitious target of London becoming a zero-carbon city by 2050.Shirley was Acting Executive Director for Climate Change at the Children’s Investment Fund Foundation (CIFF), an independent philanthropic organisation that works to transform the lives of poor and vulnerable children in developing countries.She helped establish CIFF's cities and climate strategy and represented CIFF on the board of the C40 Large Cities Leadership Group – a network of global cities committed to addressing climate change.Shirley has an impressive track record of developing new environmental policies in London. She worked in senior environmental policy roles from 2005 to 2009, helping to implement the London Low Emission Zone and programmes to retrofit London’s residential and commercial buildings.

    Councillor Julian Bell was elected as chair of London Councils’ Transport and Environment Committee (TEC) on 17 July 2014.He was elected to the London Borough of Ealing in 2002 and is now serving his fourth term. He became leader of the council in 2010. As leader, Cllr Bell’s priorities have been to promote safety in the borough, secure public services, secure jobs and homes, improve the local environment and deliver value for money.After studying politics and economics at university, Cllr Bell began working for the Labour Party in 1994. He has run several election campaigns and now works for the MP for Ealing Southall, Virendra Sharma, in addition to his role as leader.Cllr Bell is married and has four daughters. His eldest Angellica is a presenter on TV and radio. A passionate football fan, he is an ardent supporter of Sheffield United and England.

    Basil Scarsella is Chief Executive Officer and Director of UK Power Networks, owned by the CK Group. Prior to taking up the appointment at UK Power Networks, Basil was the CEO of Northern Gas Networks from 2005, also owned by the CK Group, distributing gas to 2.5 million homes in the north east of England.From 1998, Basil was the CEO of ETSA Utilities, a privatised electricity distribution business in Australia. Between 1994 and 1998 he was General Manager of ETSA Power Corporation, responsible for electricity distribution, retailing, field services and customer services. Before joining ETSA Corporation in 1994 he was Group Planning and Finance Manager at the South Australia Gas Company (SAGASCO).Basil holds a degree in Economics from the University of Adelaide and is a Fellow Certified Practicing Accountant. He is a Life Member of Football Australia and former Member of the Executive Committee of FIFA. He received the Australian Sports Medal in 2000 and in 2003 became a Member of the Order of Australia (AM), for services to sport.Basil and his wife Rita have a daughter and two sons.

He was state-school educated in Tooting before studying Law at the University of North London. Sadiq and his wife have two daughters.Sadiq became a solicitor specialising in human rights and was a councillor in the London Borough of Wandsworth from 1994 to 2006.In 2005 Sadiq was elected MP for Tooting. He was appointed Minister of State for Communities in 2008 and later became Minister of State for Transport, becoming the first Muslim and first Asian to attend Cabinet. He was also Crossrail Minister.In 2013 Sadiq was appointed Shadow Minister for London, and in 2015 he led the Labour Party campaign in London in the General Election.Sadiq is a big sports fan, especially football, boxing and cricket. He ran the 2014 London Marathon, raising money for the Evening Standard's Dispossessed Fund.
