Abstract

Keith MarshallOBE BSc FCGI CEng HonFIET, Conference Chair, highlights the need for a strong and collective employer voice specific to safety and individual competence.  The Conference aims to open up discussions that will drive up responsibility and accountability at all levels working with/within the electrotechnical sector and building services/safety.

    With an honours degree in Electrical Engineeringfrom Imperial College, London, and a career that’staken him into the most senior roles in educationand training, Keith was the ideal choice to lead thedevelopment of the new Trade SupplierApprenticeship, and joined the Group in October2016.After a spell as an Electrical Engineering Officer inthe Royal Navy, specialising in submarines, Keithjoined the team that set up the Training StandardsCouncil (TSC).The TSC’s remit was to inspect the quality of workbased training providers (excluding the network ofFurther Education (FE) colleges). As a Senior Inspector, Keith scheduled and led inspections.When the TSC joined with the Further Education inspectorate to form the Adult LearningInspectorate (ALI), widening its remit to cover all work-based training, Keith became Directorof Inspection with responsibility for Planning.On leaving the ALI Keith was appointed CEO of SummitSkills, the Sector Skills Council forbuilding services engineering covering electrotechnical, heating and ventilation, plumbing,refrigeration and air-conditioning. He set up the organisation and ran it for 10 years beforeleaving in September 2013.Keith now works as an independent consultant with an expertise in developing TrailblazerApprenticeship Standards. With a number of key achievements including:? the management of the Level 3 Electrotechnical Apprenticeship Standard Trailblazerproject on behalf of The Institution of Engineering & Technology (IET);? supporting the development of Trailblazer Apprenticeship Standards in the buildingservices engineering sector including Industrial and Commercial; Service and Facilities;Ductwork and Building Services Engineering Technician.Keith is a Fellow of the IET and was awarded an OBE in the 2008 Queen’s Birthday Honoursfor services to vocational training. In 2013 he was awarded Fellowship of the City & Guilds ofLondon Institute
