Emerging Threats against CI

The ever changing nature of threats, whether natural, through climate change, or man-made through terrorism activities and insider threats, and coupled together with the latest challenges with cyber attacks from many directions, creates the need to continually review and update policies, practices and technologies to meet these growing demands. But what are those emerging threats, both physical and cyber, and how can we identify, monitor and manage their levels of potential damage?

    SR. EMERGENCY/HOMELAND SECURITY COORDINATOR

    Jim currently works for the St. Charles Parish Department of Homeland Security and Emergency Preparedness. He has worked for St. Charles Parish for 26 years. He is currently a Sr. Emergency Coordinator responsible for Homeland Security, Technological hazards including HAZMAT and the Parish cUAS program. He is a POST certified law enforcement officer and a commissioned deputy sheriff with the St. Charles Parish Sheriff's Office (SCSO) assigned to the special operations division, homeland security unit. He is a member of the SCSO Special Response Team (SRT).The SRT performs all high-risk entries for search arrest warrants, as well as all barricaded suspect calls and possible acts of terrorism. He is team leader of St. Charles Parish Rapid Assessment Team (PRAT) which is a regional WMD/HAZMAT team. He has been a member of the Louisiana Emergency Preparedness Association (LEPA) for several years as well as board member. Jim is past LEPA President for 2013-2014. Jim was appointed by Governor Jindal and Governor Edwards to the Louisiana Emergency Response Commission. Jim is an authorized trainer and continue to conduct classes in the following courses: National Incident Management System and Incident Command System, National Weapons of Mass Destruction (AWR-160) Standardized Awareness Course (this is an Office of Domestic Preparedness training course), New Mexico Tech’s Energetic Materials Research & Testing Center’s Incident Response to Terrorist Bombings Awareness level program & Prevention and Response to Suicide Bombing Incidents courses. He received his WMD specialist certification from the ODP Live Toxic Agent training Campus in Anniston, AL.He received his Hazardous Materials specialist training from TTCI in Pueblo, CO and the Louisiana State Police Emergency Response Training Center. He has completed several Federal Emergency Management Agency and State Homeland Security courses. Jim was an active volunteer firefighter for 19 years, starting in 1993 with the Luling Vol. Fire Dept, 10 of which he was a fire line officer. He received his firefighting related training from LSU, Texas A&M and the National Fire Academy. He has served as Incident/Unified Commander, Operations section chief, Planning Chief, Logistics Chief, Safety officer, Liaison officer, and many other roles in the 19 years as a firefighter in Luling VFD. For his years working for St. Charles Parish he has held several positions in the Multiagency coordinating entity (EOC). Activations include IDA, Katrina, Ike, Rita, and every other storm since 1994, also numerous chemical/technological hazard activations from local industrial events.
