When planning a new airport, power station or stadium it is essential that security is designed in at concept stage to ensure maximum operational effectiveness. When you add to this the adoption of BIM as a requirement on all UK publicly funded construction projects by 2016, then it is clear that there are challenges ahead for planning consultants, engineers, designers and architects that need to influence and specify security from the outset.

    Dr William F Pilkington

    Cabarrus Health Alliance, CEO & Public Health Director

    Dr William Pilkington became Chief Executive Officer and Public Health Director of the Cabarrus Health Alliance in July of 1997. He previously served as Health Director of the Cabarrus County Health Department from 1981 until 1997. Education: William received his B.A. in 1973, from the University of North Carolina at Charlotte. He received his Master of Public Affairs degree in 1974, from North Carolina State University, his Master of Public Administration and his Doctor of Public Administration in 1988, from the University of Southern California, and his M.A. in Security Studies (Homeland Security and Defense) in 2014 from the Naval Postgraduate School. Professional, Business, and Civic Activities: Dr. Pilkington serves as Chair of NACCHO’s PPOM Workgroup and as a member of NACCHO’s Preparedness Committee. He also serves on the Health Care Advisory Board for the Kate B. Reynolds Charitable Trust. Dr. Pilkington has served as a fellow in the Center for Excellence in Municipal Management at the George Washington University, as a Professional Affiliate Member of the graduate faculty of the School of Public Health at the University of North Carolina at Charlotte, and as an adjunct faculty member of the School of Public Health at the University of North Carolina at Chapel Hill.
